The eastern Mediterranean area has a high percentage of nomads, and there is a great disparity in per capita income (although the income factor is virtually unrelated to infant mortality). Primary school education is below 16%. Plans for children's services are being developed within educational systems and general health programs for juvenile delinquents and the mentally retarded. Manpower needs and the training of mental health workers are discussed as well as the general outlook for helping children who are mentally ill.
