"The general situation of mental health . . . should not be measured by Western standards" and the problems cannot be dealt with "in the same way as one might in Western countries. The three main evils . . . are poverty, disease and ignorance" and it is not possible "to combat one without paying full attention to both the others." Illustrative problems in all three areas in Egypt, Lebanon, Sudan, Iran, and Iraq are discussed.
